Tom Millard - Consultant

BA (Hons) Economics, MA Transport Economics

Tom is a Transport Planner and Economist with over three years of professional experience.

Tom is experienced in all key areas of transport planning, particularly the preparation of documentation to support planning applications and input into transportation strategies of varying nature and sizes. He has experience in different travel demand/forecasting methodologies and is proficient in a number of software packages including Linsig, Junctions 9 (PICADY/ARCADY), AutoCAD and QGIS.

Tom is PJA's technical lead for economics, with experience of economic appraisal and research. He apply WebTAG and HM Treasury Green Book guidance and is knowledgeable in the field of economic appraisal for both Social Cost Benefit Analysis (CBA) and Economic Impact Assessment. An experienced econometrician, his key research interests are in the field of hedonic house price studies for valuing non-market goods. He has previously worked as an Economist at the Health and Safety Executive where he conducted Regulatory Impact Assessments using CBA and was involved in several research projects.
